Some information you may find useful in character creation:
A number of VSTs and DSTs have asked for guidelines
from the Region and above on approving Age,
Bloodlines, and Custom Disciplines. Below are the
current working guidelines for the NE Region. This
is a living document, so things will change due to
input from this list and the NST's staff list.
None of these are pass/fail, they are just the
things my staff and I will focus on.
AGE
High-
1) Do you have regional PC ties?
2) Does the app show research or at least a
fundamental understanding of the timeperiods you are
involved in?
3) Do you add plothooks for the VST and DST?
4) Is the character sheet balanced or a Jonny One
Shot?
Top- (as high plus)
1) Do you have ties to PCs across the nation?
2) Have you worked out both allies AND enemies?
3) Have you already put together player driven plot
for yourself?
4) Do you have a lineage or are you out on your own?
BLOODLINES:
Existing:
1) Are you a solid demonstration of the bloodline
or a unique snowflake amongst unique snowflakes?
2) Do you have any ties to other PCs? Any lineage?
3) What makes this app say: "I should be X
bloodline"?
Custom:
1) Why would the parent Clan let it live?
2) What does it add to the local, regional and
national games?
3) Are there more players then just the founder
involved?
founder specific:
-How gimped is the Founder?
- Is the founder demonstrative of the ideals/high
concept of the bloodline?
- Do the history and character sheet show that this
proposed founder has the willpower to radically
change their own paradigm and found a bloodline?
DISCIPLINES (custom):
1) Is it balanced?
2) Did you just pick and choose powers from other
disciplines to make an uber-discipline? (this is the
exception to the "not pass/fail" concept above. If
it is not unique, it is not going to be approved)
3) Are these powers better off as custom devotions?
4) Does it follow a readily apparant theme with each
power building upon the one before it?

Requiem PC Audits
All players are being asked to bring an extra signed copy of their PCs
and XP expenditures to their first Games and submit them to the
presiding ST.
We would like to get all the ducks in a row with the beginning of this
new chronicle. With that in mind here are a few of the things the
audit will focus on:
-Approvals; please include all approval numbers on characters and what
they are for.
-Status Levels; remember to have approval numbers for status levels
above VST approval requirements.
-Bloodlines; since all bloodlines require approval you know what to do.
-Age; include PC age on your sheet. This is actual age, so remember; approval numbers are a good thing.
Out of clan disciplines and devotions; it's relatively simple to learn
most out of clan disciplines, but approval will be required.
You may have noticed a trend here, but we're trying very hard to keep
everything neat and tidy so no one loses a PC over a paperwork error.
As a side note, many players have had questions regarding Blood
Potency (BP) and age. Remember there are 3 ways to raise BP: Aging 50
Years, Diablerie and/or Effort (as represented by XP expenditures).
There is only one way to lose BP (so far) and that is Torpor. For
every 50 years active a PC will be AT LEAST one higher BP than they
were at the beginning of that active kindred phase, and for every 25
years they are in torpor they will have lost one level of BP. This is
very important for timelines.
To clarify further, a PC cannot drop below 1BP, therefore they all
begin their active phases with at least one BP, meaning if they are
active 50 years they will be at least BP 2, 100 years: BP 3, 150: BP
4, etc. Barring further errata or rules fixes, the cycle does not
begin fresh unless a PC has actually lost BP due to Torpor time,
therefore though the years may stop adding up while the PC sleeps the
counter resumes when they wake if it was under 25 years of sleep.
Now that I have that in print, below is a list of the most common
required approvals:

with a position, nor are they required to hold it; they are a setting
suggestion as to how important a PC should be or is for a certain role
in society. However, to benefit from Covenant membership's perks one
must have at least a single dot in that covenant's status)

AGE
(Remember this is actual age and has no bearing on how old your PC
thinks he is or pretends to be)
More than 350 years: High Approval
1000 years or more: Top Approval
Pre-Longinian period (Anything BCE): Master Approval.

Rare Disciplines (have mechanics in sanctioned material, but are not
listed above.): may never be taught to any character not of an
appropriate bloodline.
Unique Disciplines (have no MET mechanics in sanctioned material.):
may never be taught to any character not of an appropriate bloodline.
They are Top Approval to create.
DEVOTIONS
Sanctioned Material Devotions: Same approval level required as the
highest approval level of any of the individual Disciplines used in
them.
Custom Devotions (i.e. not from sanctioned material): Top Approval.
